Philip BARTLEY |

| EXECUTIVE DIRECTOR – Mr Philip Bartley is a UK national and engineering graduate with an MBA qualification from the China European International Business School (CEIBS) in Shanghai. Fluent in Spanish and Mandarin Chinese, Mr Bartley has over 15 years of experience in strategic planning, project management and government relations at an international level. He has proven credentials in team leadership and the regional coordination of sustainable development and investment projects in China and Asia, for both international agencies and private sector companies. He is experienced in the analysis and synthesis of data to support strategic investments and manufacturing in China and Asia. He has applied his experience in technical, operational and financial management to public and private sector programmes at the international level. As a founding Director of DEVELOPMENT Solutions, Mr Bartley has planned and coordinated many of its international development programmes. | |

Mary GUO |
| SENIOR RESEARCHER – Ms Mary Guo is a member of the senior management team at DEVELOPMENT Solutions’ Beijing office. Ms Guo is responsible for strategic and financial planning for the company and her role includes supporting the development of government and private sector relations through her extensive contacts in Chinese ministries and major Chinese local firms across a range of sustainability areas. Ms Guo has extensive experience in strategic business development for technical assistance projects across the company’s four divisions and leads an operations team providing key support to all aspects of the company’s operations. Ms Guo has a central role in the successful implementation of high-level large-scale training seminars across the Asian region and Europe and leads project visibility of our China-based programmes through her extensive network of press contacts in China. |

Cristina BAIGES |
| PROJECT MANAGER – Ms Baiges joined the Brussels DS office in 2019, taking a leading role in the CETA Market Access Programme and the Asia Competition Cooperation projects. As Project Manager, she oversees and provides strategic insight on the planning of high-level business missions and market access strategies, mainly in North-America and Asia. Cristina holds a MA in International Relations and Development Cooperation from the University of East Anglia, UK, and a BA in Political Science and Public Administration from the Universitat Pompeu Fabra from Barcelona. Prior to joining DEVELOPMENT Solutions, Cristina worked at the Executive Agency for Culture, Education and Audiovisual (EACEA) of the European Commission as a Project officer for the “Europe for Citizens” Programme, and did a traineeship in the Development Cooperation Unit of the Council of the European Union. |

Alessandra CAPRIGLIA |
| PROJECT MANAGER – Ms Capriglia has had management responsibility for various EU-funded projects within the company portfolio. She currently serves as Project Manager on the project “Due Diligence Helpdesk on EU Sanctions for EU SMEs dealing with Iran”, where she has managed effective delivery of the project tasks. Alessandra has also contributed to the successful completion of, among others, of the China IP SME Helpdesk, the EU GSP Hub, the EU-Japan EPA Support Facility. Prior to joining SD Policies, Alessandra lived in Beijing, PRC and worked at Innoway, an international accelerator in Zhongguancun Science Park, where she supported foreign tech companies, supervised international cooperation on startup support as well as executed G2G activities. She conceptualized and organised a variety of training events and seminar to support foreign companies navigate the Chinese market. Alessandra has also worked for Tech Silu, supporting Italian startups to connect with Chinese angel investors, and prior to that for the China-Italy Chamber of Commerce. Alessandra holds a double master’s degree in Chinese and International Relations and is fluent in Italian, English, Chinese and French. |
