The following profiles are a non-exhaustive list of the in-house staff members at DEVELOPMENT Solutions.

Philip BARTLEY

EXECUTIVE DIRECTOR – Mr Philip Bartley is a UK national and engineering graduate with an MBA qualification from the China European International Business School (CEIBS) in Shanghai. Fluent in Spanish and Mandarin Chinese, Mr Bartley has over 15 years of experience in strategic planning, project management and government relations at an international level. He has proven credentials in team leadership and the regional coordination of sustainable development and investment projects in China and Asia, for both international agencies and private sector companies. He is experienced in the analysis and synthesis of data to support strategic investments and manufacturing in China and Asia. He has applied his experience in technical, operational and financial management to public and private sector programmes at the international level. As a founding Director of DEVELOPMENT Solutions, Mr Bartley has planned and coordinated many of its international development programmes.

Mary GUO

SENIOR RESEARCHER – Ms Mary Guo is a member of the senior management team at DEVELOPMENT Solutions’ Beijing office. Ms Guo is responsible for strategic and financial planning for the company and her role includes supporting the development of government and private sector relations through her extensive contacts in Chinese ministries and major Chinese local firms across a range of sustainability areas. Ms Guo has extensive experience in strategic business development for technical assistance projects across the company’s four divisions and leads an operations team providing key support to all aspects of the company’s operations. Ms Guo has a central role in the successful implementation of high-level large-scale training seminars across the Asian region and Europe and leads project visibility of our China-based programmes through her extensive network of press contacts in China.

Matthew LANGDON

BUSINESS DEVELOPMENT MANAGER – Mr Langdon has worked with the DS Brussels office since 2016 and brings more than five years of experience in international research and project management. Responsible for proposal design and new project partnerships, Matthew is deeply familiar with the procurement of research and consulting services in fields related to international trade, investments, and business internationalisation. Matthew’s background comprises technical writing, experience with the implementation of electronic customs systems and trade facilitation tools, and advocacy for a more sustainable trade paradigm. Matthew holds a degree in political science from McGill University.

Cristina BAIGES

PROJECT MANAGER – Ms Baiges joined the Brussels DS office in 2019, taking a leading role in the CETA Market Access Programme and the Asia Competition Cooperation projects. As Project Manager, she oversees and provides strategic insight on the planning of high-level business missions and market access strategies, mainly in North-America and Asia. Cristina holds a MA in International Relations and Development Cooperation from the University of East Anglia, UK, and a BA in Political Science and Public Administration from the Universitat Pompeu Fabra from Barcelona. Prior to joining DEVELOPMENT Solutions, Cristina worked at the Executive Agency for Culture, Education and Audiovisual (EACEA) of the European Commission as a Project officer for the “Europe for Citizens” Programme, and did a traineeship in the Development Cooperation Unit of the Council of the European Union.

Jim STOOPMAN

PROJECT MANAGER – Mr Stoopman joined DS in 2017. He is currently a project manager for the China IP SME Helpdesk, EU-Japan EPA Support Facility, EU-US Business Footprint, and Ecuador Market Access project and based in Brussels. Jim holds a MSc in Politics of China from the School of Oriental and African Studies (SOAS) in London. He furthermore studied at Tsinghua University, National Taiwan University and Maastricht University where his main courses focused on International Relations, Chinese Politics and conflict resolution. Prior to joining DEVELOPMENT Solutions Jim has been working as a Programme Coordinator at the European Institute for Asian Studies (EIAS) in Brussels, and worked as a trainee in the Asia Pacific Department of the European External Action Service.
