Mr. Philip BARTLEY

Executive Director: Mr. Philip BARTLEY is a UK national and engineering graduate with an MBA qualification from the China European International Business School (CEIBS) in Shanghai. Fluent in Spanish and Mandarin Chinese, Philip has over 15 years of experience in strategic planning, project management and government relations at an international level. He has proven credentials in team leadership and the regional coordination of sustainable development and investment projects in China and Asia, for both international agencies and private sector companies. He is experienced in the analysis and synthesis of data to support strategic investments and manufacturing in China and Asia. He has applied his experience in technical, operational and financial management to public and private sector programs at the international level. As a founding Director of DEVELOPMENT Solutions Philip has planned and coordinated many of its international development programmes.

Mr. Adam BLESER

Mr. Adam BLESER is an Economist in the Trade & Economy Division of DEVELOPMENT Solutions’ Beijing and UK offices. Adam’s work at DS incorporates theory formulation, econometrics and other quantitative and qualitative tools, which provide critical support to the division’s policy and investment analysis projects. He has notable experience performing economic analyses on numerous European and Asian industries, and extensive experience in China in applied economics on subjects ranging from rural and land rights issues to impacts on investment resulting from non-tariff trade barriers. He holds Masters degrees in both Economics and the Social Sciences/Sociology from Lund University and University of Chicago, respectively.

Ms. Laura DRAPER

Ms. Laura DRAPER is Project Officer in the New Business Division at DEVELOPMENT Solutions. She plays an integral role in the design and development of new projects across a variety of subjects. Recent new business areas have included trade-related studies and technical assistance projects funded by DG Trade, DG Enterprise, DG Research and DG Sanco. Laura also supports the implementation of trainings, workshops and seminars of on-going projects in Europe and China. Prior to working for DS, Laura was responsible for coordinating events, conducting research and translation for a cooperation project between the EU and China to develop access to information. She has also provided assistance to legal and social development in China through her consulting work with NGOs. Laura holds a B.A. (Hons) from Cambridge University in Oriental Studies (Chinese).

Mr. Eric ENEME B.

Mr. Eric ENEME B. is from Gabon and works in DEVELOPMENT Solutions’ Beijing Office as the ICT Manager. He arrived in China in 2001 on a full cooperation scholarship from the Chinese and Gabonese governments to study Computer Science and Technology in Chinese Mandarin at the University of Science and Technology Beijing. Before joining the DS Team, he served as a System Administrator’s assistant, web Designer and computer Technician (on call) for three embassies in Beijing. Now as an ICT Manager in the DS office, he is in charge of maintaining the office IT equipment including the administration of a file server and carries out all technical aspects (including project websites and databases development) of the projects implemented by DEVELOPMENT Solutions.

Ms. Annie GUO

Ms. Annie GUO is a Chinese National and project executive at DEVELOPMENT Solutions. Annie’s key interests focus on Corporate Social Responsibility and research into social and environment impacts, including quality management and industrial health and safety. Annie works across the company’s Divisions providing assistance with business operations and trade and investment coordination. Annie also facilitates many project related outreach activities in China and the Asian region.

Ms. Jessie GUO

Ms. Jessie GUO is Chinese national and is a project executive at DEVELOPMENT Solutions Beijing office. She graduated from Beijing International Studies University with a BA in International Trade and Economics in 2006. For the academic year 2005 - 2006, she was awarded a full scholarship to study at the economics and management department of Lyon University, France. She joined the DS team in 2006 and coordinates event management and logistic arrangements for EU-funded projects, including the launch event and training workshop for the China IPR SME Helpdesk, EU-ASEAN REACH Capacity Building Workshops across Asia, EU-ASEAN TREATI Seminar Series (in Bangkok, Manila and Hanoi), SPS Seminars and Microbiology training. Jessie works daily with the media and production teams to ensure ongoing and high levels of visibility for Contracting Authorities across all projects.

Ms. Mary GUO

Senior Researcher: Ms. Mary GUO is a member of the senior management team at DEVELOPMENT Solutions’ Beijing office. Ms Guo is responsible for strategic and financial planning for the company and her role includes supporting the development of government relations through her extensive contacts in Chinese ministries across a range of sustainability areas. Ms. Guo has extensive experience in the financial design and contractual and reporting requirements for technical assistance projects across the company’s four divisions and leads a finance and administration team providing technical, logistic and financial support to all aspects of the company’s operations. Ms. Guo has a central role in the successful implementation of high-level large-scale training seminars across the Asian region and Europe; and leads project visibility of our China based programmes through her extensive network of press contacts in China.

Ms. Rosalyn KIM

Ms. Rosalyn KIM is a Project Officer with DEVELOPMENT Solutions and based in the Beijing Office. An American national, Rosy graduated cum laude from Bucknell University with a B.A. in Psychology and East Asian Studies, with a focus on China. Prior to joining the Business Facilitation team at DS, she worked at an international PR firm in Beijing, building expertise in corporate brand building, communications strategy formulation and market intelligence analysis. Rosy’s current work at DS focuses on the China IPR SME Helpdesk, which provides practical business advice on IPR issues in China. She is involved with project implementation, service delivery and promotion of services. A recipient of the U.S. State Department’s Critical Language Scholarship for Mandarin, Rosy is a fluent speaker of both Mandarin and Korean.

Ms. Sibyl LEE

Ms. Sibyl LEE is a Chinese national working as a Project Officer in the SME Support Division at DEVELOPMENT Solutions in Beijing. Previously working with various European and American consultancies, Sibyl has several years of experience in business development and marketing. Sibyl has coordinated the organisations of a number of EU-funded projects, including the 4th EU-ASEAN TREATI Seminar (in Kuala Lumpur); Europe-China Information Standards Platform dissemination events in Hanoi, Brussels and Beijing. Currently, Sibyl is working on a EU-funded SWITCH-Asia project that aims to assist Chinese small and medium-sized enterprises in their management of Eco-efficiency, Occupational Health & Safety (OHS) and Corporate Social Responsibility (CSR) measures. Sibyl is also supporting the EU-China CDM Facilitation Project. Sibyl holds a Bachelors of Hotel Management from Beijing Foreign Studies University.

Ms. Na LIN

Ms. Na LIN is a Project Manager in the Energy and Environment Division of DEVELOPMENT Solutions. A Chinese National, Lin Na holds a Masters Degree in Environmental Sciences, Policy and Management through the Erasmus Mundus Programme from Central European University and Lund University; and a Masters in Forestry Economics from the Chinese Academy of Forestry. Lin Na has been involved since 2004 in environmental projects funded by international donors such as the World Bank, UN and European Commission. She has experience working for leading research institutes in both China and Sweden in research and project management roles. Her expertise covers conservation policies, payment for ecosystem services, bioenergy development and climate change. In the Energy and Environment Division, Lin Na is a leading member of the EU-China CDM Facilitation Project, which aims to strengthen the CDM in China at national policy level, DOE level and wider stakeholder level in regions and business communities. She also coordinates other projects in the division, including projects on Promotion of Waste Heat and Pressure Recovery in Chinese Industry.

Mr. Ashton LIU

Mr. Ashton LIU is a Project Executive in the New Business Division of DEVELOPMENT Solutions and is based in the Beijing Office. Currently, his role in DS includes developing new projects and building partnerships across DS’ various fields of expertise. He holds a degree in Political Science and International Relations from Carleton College, and has undertaken advanced Mandarin instruction at Tsinghua University. His work background includes business facilitation and consultation across various fields and industries, and he also has worked in Asia focused research institutes throughout the region.

Ms. Anne LUBELL

Ms. Anne Lubell is a Project Manager with DEVELOPMENT Solutions. A Canadian national, Anne holds a Masters in Development Studies from the Institute of Social Studies in the Netherlands. Anne has several years of professional experience working in the non-profit sector in the areas of social development research, project formulation and implementation with particular emphasis on children, education, poverty alleviation, capacity development and gender. Her academic and professional experiences have resulted in Anne undertaking substantial missions in Canada, the Netherlands, Mexico, Ecuador, Egypt and China. Anne is working within the Human Capacities Division at DEVELOPMENT Solutions supporting project implementation on a multi-country project aimed at building capacity in the area of avian influenza as well as a project which aims to build capacity in Asian countries on current Sanitary and Phytosanitary measures.

Mr. Simon MAIR

Mr. Simon MAIR is a Project Manager with DEVELOPMENT Solutions and based in the Beijing Office. A British national, Simon holds a Bachelors degree in Chinese and Politics from the University of Leeds, United Kingdom. After working in business development in Hong Kong for several years, Simon joined the Business Facilitation team at DS. Simon manages the China IPR SME Helpdesk, providing practical business advice on IPR issues in China. His is responsible for overall project implementation, service delivery, reporting and promotion of the project in China and Europe to business. In addition, Simon is involved with SME and IPR issues across the Development Solutions portfolio. Simon is a high-level Mandarin speaker.

Mr. Dan PRUD'HOMME

Mr. Dan PRUD'HOMME is Division Manager of the Trade & Economy Division of DS. Dan oversees the design, implementation, and research and analysis for the projects in the division, with a particular focus on trade compliance, liberalisation and sustainability issues. Dan has extensive management experience in high-profile policy and legal development, including as Legislative Director for a representative in the US government, and as an associate for an NGO working closely with the World Bank and United Nations. Dan has worked closely in Chinese trade and commercial law at a leading international law firm's Beijing office, and managed and consulted on innovative development projects in China, other parts of Asia, and Africa, over the years. He holds a Master in Public Policy, with a focus on International Development, from the University of Maryland School of Public Policy.

Ms. Casey RUBINOFF

Ms. Casey RUBINOFF is a Project Executive with DEVELOPMENT Solutions in the Human Capacities Division and based in the Beijing office. From the Washington, D.C. area, Casey graduated from Northwestern University in Evanston, Illinois with a dual degree in International Studies and Asian and Middle Eastern studies, with a focus area in China and international business. Before joining DS, Casey worked with The China Education Initiative as well as working for the American Chamber of Commerce. At DS Casey supports the organisation and implementation of projects aimed at training senior technicians from developing countries in such sectors as avian influenza, microbiology, and Sanitary and Phytosanitary Measures.

Ms. Allison SPECTOR

Ms. Allison SPECTOR is Project Manger in the New Business Division of DEVELOPMENT Solutions. In her role, Ms. Spector draws from her experience in working on development cooperation projects to lead the design and development of new projects and strategic partnerships at DS. Her work spans a broad range of sectors across DS' four divisions, including private sector development, SME support services, sustainable consumption and production, energy efficiency and renewables, etc. Most recently, Ms. Spector has developed projects for development aid programmes such as EuropeAid, SWITCH Asia and FP7 under the European Commission, and programmes funded by the Asian Development Bank and the World Bank. Prior to joining DS, Ms. Spector developed donor-funded microfinance programs in rural China and coordinated several national public service campaigns in the areas of public health and environmental protection. She graduated summa cum laude from Emory University with a B.A. in International Studies.

Mr. Jochen TENHAGEN

Mr. Jochen TENHAGEN is the General Manager at DEVELOPMENT Solutions where he oversees project research, planning and implementation of both public and private sector projects across all company divisions. Jochen oversees an experienced team of project managers and coordinates high-level dealings with international clients, consortium partners, local beneficiaries, business organisations and media. Prior to joining DEVELOPMENT Solutions, Jochen was a project manager in the EU-China Trade Project, where he was responsible for the coordination and implementation of activities relating to Competition Policy, Government Procurement, Customs Modernisation, Trade Facilitation, Sustainable Trade, and WTO. Previously, Jochen also worked for a consulting firm in Beijing developing and implementing strategies for clients in the Chinese market. Jochen is experienced in working with a variety of multinational, multicultural clients and partners and fluent in Mandarin Chinese, English, and German. He holds a degree in business and Chinese from the University of Applied Sciences in Bremen, Germany.

Ms. Nana WANG

Ms. Nana Wang is the ICT Officer (Graphic Design) at DEVELOPMENT Solutions’ Beijing office. Nana graduated from Heilong Jiang University and majored in Computer Applications and works on project and corporate visibility for the company’s clients. Prior to joining DEVELOPMENT Solutions, Nana worked in animation and website design for e-commerce corporations and industry associations. As the ICT officer at DEVELOPMENT Solutions, Nana’s work focuses on graphic design for project websites, dissemination materials, communication mediums and online interactive training solutions.

Mr. Garth WILSON

Mr. Garth WILSON is a Project Officer with DEVELOPMENT Solutions in the Human Capacities Division based in the Beijing Office. An Australian national, Garth graduated from the University of Sydney with majors in Government and International Relations and Chinese Studies, and later graduated with a Master of Public Relations from the same institution. He has spent most of the last seven years living and working in China, and has been involved in rural poverty alleviation with a local Chinese charity organisation since 2002. Garth also worked as the editor of an Asia CSR, sponsorship and marketing publication before joining DS. At DS, Garth works in the organisation and implementation of multi-country projects aimed at building the capacity of senior technicians from developing countries in the areas of avian influenza, microbiology, and Sanitary and Phytosanitary Measures.

Ms. Betty YUE

Ms. Betty YUE is a Legal Consultant in the Trade & Economy Division at DEVELOPMENT Solutions’ Beijing Office. Betty’s work at DS primarily focuses on legal research and analysis on customs, foreign investment, subsidies and other international trade issues. Betty has worked for several years at a top international law firm’s Beijing office on projects for foreign and Chinese clients regarding international trade issues, including anti-dumping and countervailing duties cases, customs issues, foreign direct investment, and labour issues. She has also served in a managerial role at a management consulting company in Beijing. Betty holds a Juris Master from Tsinghua University School of Law.
