Mr. Philip BARTLEY

Executive Director: Mr. Philip BARTLEY is a UK national and engineering graduate with an MBA qualification from the China European International Business School (CEIBS) in Shanghai. Fluent in Spanish and Mandarin Chinese, Philip has over 15 years of experience in strategic planning, project management and government relations at an international level. He has proven credentials in team leadership and the regional coordination of sustainable development and investment projects in China and Asia, for both international agencies and private sector companies. He is experienced in the analysis and synthesis of data to support strategic investments and manufacturing in China and Asia. He has applied his experience in technical, operational and financial management to public and private sector programs at the international level. As a founding Director of DEVELOPMENT Solutions Philip has planned and coordinated many of its international development programmes.

Mr. Kevin BROADY

Mr. Kevin BROADY is a Project Executive at DEVELOPMENT Solutions and is a British national. He holds a Bachelors in Geography with Chinese Studies from the University of Nottingham, and a Masters in Chinese Studies for the School of Oriental and African studies. Prior to joining DS he worked on cooperation projects and visa and consular affairs at the Delegation of the EU to China. He works across the company divisions providing support to DS' projects - in particular the China IPR SME Helpdesk and BTSF HPAI projects - and new business development.

Ms. Kari BUSMAN

Ms. Kari BUSMAN is a project manager at the DEVELOPMENT Solutions Beijing office. A Dutch national, Kari holds a B.A. in European Studies, with a major in Public Administration, from the Zuyd University, Maastricht, the Netherlands, as well as a Master degree in Contemporary China Studies from the Renmin University of China. Fluent in Dutch, English, French and Spanish, Kari draws her experience from working with a European Affairs consultancy in Brussels and with the European Commission’s Delegation in China where she focused on Sino-EU relations in the field of Environment and Climate Change. Kari is currently working in the Energy and Environment Division where she is leading a project that explores the potential of introducing emissions trading systems in China, India and Brazil and build technical capacity to for its development and implementation.

Ms. Amy CHANG

Ms. Amy CHANG Amy CHANG is an administration officer in Development Solutions' Beijing office. Amy holds a B.A. degree in English language and literature from Beijing Language and Culture University. In DS, she is responsible for the general office administration, provides administrative assistance to project team, and processes payment requests. Moreover, her major work also includes reimbursements, the maintenance of project filing systems and databases, controlling the project expenses, and reviewing and final checking the supporting documents for payment requests.

Mr. Eric ENEME B.

Mr. Eric ENEME B. is from Gabon and works in DEVELOPMENT Solutions’ Beijing Office as the ICT Manager. He arrived in China in 2001 on a full cooperation scholarship from the Chinese and Gabonese governments to study Computer Science and Technology in Chinese Mandarin at the University of Science and Technology Beijing. Before joining the DS Team, he served as a System Administrator’s assistant, web Designer and computer Technician (on call) for three embassies in Beijing. Now as an ICT Manager in the DS office, he is in charge of maintaining the office IT equipment including the administration of a file server and carries out all technical aspects (including project websites and databases development) of the projects implemented by DEVELOPMENT Solutions.

Ms. Mary GUO

Senior Researcher: Ms. Mary GUO is a member of the senior management team at DEVELOPMENT Solutions’ Beijing office. Ms Guo is responsible for strategic and financial planning for the company and her role includes supporting the development of government and private sector relations through her extensive contacts in Chinese ministries and major Chinese and local firms across a range of sustainability areas. Ms. Guo has extensive experience in strategic business development for technical assistance projects across the company’s four divisions and leads an operations team providing key support to all aspects of the company’s operations. Ms. Guo has a central role in the successful implementation of high-level large-scale training seminars across the Asian region and Europe; and leads project visibility of our China based programmes through her extensive network of press contacts in China.

Mr. Philippe HEALEY

Mr. Philippe HEALEY is a Project Manager with DEVELOPMENT Solutions and based in the Beijing office. A British and French national, Philippe holds a Bachelors degree in International Business from the University of Nottingham Trent, United Kingdom. Prior to joining DS, he worked in financial services in Shanghai and Beijing for several years. Philippe works in the Business Facilitation team at DS and manages the China IPR SME Helpdesk, providing practical business advice on IPR issues in China. He is responsible for overall project implementation, service delivery, reporting and promotion of the project in China and Europe to businesses. In addition, Philippe is involved with SME and IPR issues across the DEVELOPMENT Solutions portfolio. Philippe speaks English, French and Mandarin.

Ms. Jennifer LEE

Ms. Jennifer LEE is a Project Officer with DEVELOPMENT Solutions and based in the Beijing Office. Half English and half Chinese, she has completed studies at the University of Durham, Tsinghua University and the University of International Business and Economics (UIBE) in Beijing. She has lived and worked in Hong Kong, UK, France, Spain and Beijing, and speaks English, French, Spanish and Chinese. She regularly volunteers on CSR and social/sustainable development projects with NGOs, and is particularly interested in social entrepreneurship. Jennifer’s current work at DS focuses on the China IPR SME Helpdesk, which provides practical business advice on IPR issues in China. She is involved with project implementation, service delivery and promotion of services.

Ms. Sibyl LEE

Ms. Sibyl LEE is a Chinese national working as a Project Officer in the SME Support Division at DEVELOPMENT Solutions in Beijing. Previously working with various European and American consultancies, Sibyl has several years of experience in business development and marketing. Sibyl has coordinated the organisations of a number of EU-funded projects, including the 4th EU-ASEAN TREATI Seminar (in Kuala Lumpur); Europe-China Information Standards Platform dissemination events in Hanoi, Brussels and Beijing. Currently, Sibyl is working on a EU-funded SWITCH-Asia project that aims to assist Chinese small and medium-sized enterprises in their management of Eco-efficiency, Occupational Health & Safety (OHS) and Corporate Social Responsibility (CSR) measures. Sibyl is also supporting the EU-China CDM Facilitation Project. Sibyl holds a Bachelors of Hotel Management from Beijing Foreign Studies University.

Ms. Na LIN

Ms. Na LIN is a consultant with DEVELOPMENT Solutions in the company’s energy and environment division, bringing 7 years of professional experience in firm. She has extensive experience working for government, consultancies, companies and research institutes both in China and in Europe. At DS, she worked on projects on carbon capture and storage, carbon asset management and energy management for clients including the EU, Asian Development Bank and private sector clients. Prior to working for DS, Ms.Lin worked for the Climate Change and Energy section at the British Embassy in Beijing, where she manages a portfolio of bilateral projects in the area of low carbon and energy policies. Ms. Lin also provides advice to major Chinese and international firms in Beijing and Shanghai on clean technology. Ms. Lin holds Master degrees on Environmental Sciences, Policy and Management from Lund University in Sweden, where she received systematic training on Environmental Management System and Clean Production, and in Forestry Economics from Chinese Academy of Forestry. She obtained the B.A. on Environmental Economics and Management from Renmin University in Beijing.

Mr. Ben ROBERTS

Mr. Ben ROBERTS is a Project Executive with DEVELOPMENT Solutions and is based in the Beijing Office. A British national, Ben holds a B.A. (hons) degree in English Language Studies and a M.A. in Forensic Linguistics from Cardiff University. Prior to joining DS, Ben worked in the education sector, developing English Language and Communication curricula based on the latest Applied Linguistics research and methodologies. Ben currently works on the EC-funded China IPR SME Helpdesk which provides European SMEs with practical business advice on IPR issues in China. He is involved with project implementation; including service promotion, reporting and social media development.

Ms. Ying SHEN

Ms. Ying SHEN is a consultant at DS, specialising in the area of energy and environmental. She brings a deep and strategic understanding of environmental management and policy issues in China, particularly in the areas of carbon management strategy and water management. Ms. Shen is currently China Expert for the EU Funded Project "Greenhouse Gas Emissions Trading system outreach to developing countries," and, since 2009, has served as a consultant for the Portuguese firm Ecoprogresso. Prior to joining DS, Ms. Shen held positions at Shell, China’s Ministry of Agriculture, the Research Centre for Eco-Environmental Sciences at the Chinese Academy of Sciences, the Luso Carbon Fund (LCF) and the NGO Friends of Nature. Ms. Ying Shen has a Master’s Degree in Environmental Engineering from the Chinese Academy of Sciences.

Ms. Nana WANG

Ms. Nana WANG is the ICT Officer (Graphic Design) at DEVELOPMENT Solutions’ Beijing office. Nana graduated from Heilong Jiang University and majored in Computer Applications and works on project and corporate visibility for the company’s clients. Prior to joining DEVELOPMENT Solutions, Nana worked in animation and website design for e-commerce corporations and industry associations. As the ICT officer at DEVELOPMENT Solutions, Nana’s work focuses on graphic design for project websites, dissemination materials, communication mediums and online interactive training solutions.

Mr. Douglas WHITEHEAD

Mr. Douglas WHITEHEAD is Project Manager and Technical Writer at DEVELOPMENT Solutions, working on sustainable trade and new business development. Before joining DS in 2011, Douglas worked as development officer for the Global Environmental Institute, a Beijing based non-profit think-tank, where he worked on projects related to US-China cooperation on climate change, carbon finance for rural energy and the sustainability of China’s overseas investments, particularly in Southeast Asia and Africa. He has published on a wide range of issues related to environment and development in China. Douglas has a BA from the University of Washington and an MPhil from the Hong Kong University of Science and Technology.

Ms. Alexandra Ka-Wing WU

Ms. Alexandra Ka-Wing WU is a Project Executive at DEVELOPMENT Solutions Beijing office and is a Hong Kong and Canadian national. She graduated from the University of Waterloo in Canada with a BSc in Environmental Science (major) and Biology (minor), with a diploma in Environmental Assessment. Prior to joining DS in 2012, Ms. Wu worked at AECOM’s Hong Kong office, carrying out capacity building, climate change and CDM projects in China and Southeast Asia, for clients including the Asian Development Bank, World Bank and International Finance Center (Hong Kong), as well as a diverse range of private sector clients. Ms. Wu is currently working in the Energy and Environment Division where she is involved in projects on emissions trading systems, water conservation and new business development.
