'Copyrights and Related Rights' is a specialist vertical component of the EU-China Intellectual Property Rights (IPR) cooperation programme known as the S3 Component. Some of the greatest difficulties encountered by European exporters to China are related to breaches of their intellectual property rights in China. The specific objectives of the S3 programme include:

  • To further develop the capacity of the NCAC to implement an efficient administration of copyrights and related rights
  • To contribute generally to a better enforcement of the legislation on copyrights and related rights
  • To increase awareness and understanding of the potential right-holders on IPR.

The key stakeholders and main programme beneficiaries included the National Copyrights Administration of China (NCAC), which is responsible for the overall administration of copyrights in China and GAPP (The Press and Publications Administration). In addition, various collective management societies in areas of music (the Music Copyrights Service of China), literature (China Copyright Protection Service), and audio-visual works (AVEIC) were programme stakeholders. The regional bodies of these administrations were also included.

The S3 activities were executed between December 2003 and September 2004 and included the detailed planning and delivery of a series of nine technical exchange and training programs; six of which were carried out in China and three of which were held in Europe. The programs were planned to provide valuable technical exchange and dialogue between experts from Europe working in both the public and private sector copyrights fields and their counterparts in China.

The DS team worked with the National Copyrights Administration of China (NCAC) to ensure the success of this project.
